Rating to percent chance conversions and diminishing returns are calculated using the combat ratings formula from Wowpedia and formulas derived by Whitetooth (see combat ratings level 85 cataclysm )
Percent chance values are rounded to two decimal places or a single point of expertise or mastery when shown in-game on the character pane and in the armory. However the game appears to use the exact value when calculating combat effects.
Calculating a rating from a percent chance gives the minimum valid rating needed to reach that dodge chance, taking WoW's rounding into account. For example; at level 70 a 5% spell hit chance will be listed as requiring 64 hit rating even though 64 hit rating gives 5.07% spell hit at that level. An exact conversion from percent chance would result in a fractional rating value which is not obtainable in-game so the lowest possible whole rating value which gives at least the desired rating is shown.
